Must Both EPs Perform Master Slave Determination? (Q73)

Strictly speaking, no. We have noticed more than one H.324 EP delay its MSDSE by a very short time in order to see if the other EP initiates it first. If so--the EP receives a MasterSlaveDetermination request before its waiting period expires—it does not perform MSDSE. This is possible because only one Master Slave Determination procedure is necessary (Annex C.2/H.245v5: "Either terminal may initiate the master slave determination process ..."). I'm not sure whether this saves any time or much bandwidth, and we haven't seen an H.323 EP do this, although it might be worth looking into to shave a few more milliseconds off of startup. The MSDSE is written so that either EP could do this on its own (not perform MSDSE if the other side has already started) and continue to be interoperable with all other EPs.
