The LRJ reject reason, notRegistered, is returned by a GK if the corresponding LRQ was sent by an EP that is not registered with that GK. Normally an LRQ is sent by another GK, but since a GK cannot register with another GK, this reason would never apply in that scenario. Most likely, this reason was added not because it was actually needed but because other reject messages include such a codepoint.
