A Problem with CommunicationModeCommand (Q66)

One major problem with CommunicationModeCommand is that because it uses AudioCapability instead of AudioMode, which RequestMode uses, CommunicationModeCommand cannot be used to signal the G.723.1 bit rate. For example, it cannot force all endpoints to transmit low-bit-rate G.723.1, whereas this can be accomplished with RequestMode. MCs in particular should therefore be prepared to use RequestMode and CommunicationModeCommand if they want to control this rather vital parameter and thus avoid having an MP transcoding from one bit rate to another.
