Section 6.6.1/H.324v2 says, "Video pictures may span more than one AL-SDU," so your decoder/multiplexer interface must support the receipt of a partial picture, or frame. The only requirement regarding the relationship between packets and frames is that "H.263 encoders shall align picture start codes with the start of an AL-SDU." Period. Other than this, the multiplexer is just a transparent conveyance for a byte stream of H.263 video.
