The GK's! The GK does not return a subset of the call-signaling addresses provided by the EP in its RRQ—it provides its own call-signaling addresses. If the GK sets RCF.makeCall and RCF.useGKCallSignalAddressToMakeCall to TRUE and the EP does not send ARQ to the GK, the EP must send all of its call-signaling messages to one of the addresses in the RCF.callSignalingAddress field.
