Yes, even if an EP has no need for the signaling provided by H.245, it must support H.245 in case the remote EP forces it to establish an H.245 session (through receipt of the TerminalCapabilitySet message). However, because an EP is not required to initiate H.245 procedures, if neither EP initiates them, an H.245 session may never be established in a given call.
