Yes, Table 18/H.225.0v3 shows that an EP must process an IRQ and send an IRR; likewise, a GK must process an IRR and be able send an IRQ. A GK is not required to send IRQs, though. It is quite common in current implementations for a GK to send IRQs to an EP. Some GKs even send IRQs to EPs that do not currently have a call established. Indeed, in H.323v1, this is the best way to verify that the EP is still around (from v2 onwards the EP should support keepAlive RRQs).
