A terminal must obey all H.245 commands (3/H.245v2: "Command: A command is a message that requires action but no explicit response."). In particular, the video commands that tend to get ignored are videoFreezePicture, videoFastUpdatePicture, videoFastUpdateGOB, and videoSendSyncEveryGOB/videoSendSyncEveryGOBCancel, and equaliseDelay/zeroDelay.
