Support All Signaling Entities (Q45)

Even though CLCSE, MRSE, RMESE, and MLSE are rather obscure, some even useless, an H.324 terminal must support the incoming side of all of these and an H.323 EP must support the incoming side of all but the RMESE. At the very least, a terminal/EP must reject requests. Specifically, send

• RequestChannelCloseReject in response to RequestChannelClose,
• RequestModeReject in response to RequestMode,
• RequestMultiplexEntryReject in response to RequestMultiplexEntry, and
• MaintenanceLoopReject in response to MaintenanceLoopRequest.
